It's veeeeerrrry hammy and over the top. Tommy Lee Jones' Two Face is particularly Giant Ham and Robin looked about 25 instead of being, you know, a kid. As far as Riddler goes, it's like whoever did the script wrote it by looking at some comic covers without bothering to actually read the things. He kills casually and blows up the Batcave and is just generally wrong. And this might just be me, but he's supposed to be scary smart and at no point does Carrey give that impression. Crazy, yes, but not smart.
But people I know really like it, so YMMV. And I actually like Forever as a whole better than Batman Returns, so there's that.
